What is the best Property Location (In Berlin)?

In my career as a property professional I have heard plenty of advice about property investment and to come to the conclusion right up front -  there just is no lid that fits all pots.

There are investors with various investment philosophies, one that will go for prime locations for investment, put the lid on the pot and see what happened after 10 years. You know what, if it was not a major natural disaster area (take your pick) or politically unwise like Crimea, they will most likely be delighted about the value appreciation.
Now turning that theoretical value appreciation into cash through a sale to someone who believes in this new value is another story. This is an investment philosophy for someone who wants to park their money in a safe and useful way but does not need it for income purposes - this comes from somewhere else. They say that only poor investors look for income from property.

A different weathered property investor in the GERMAN rental market, the emphasis is on purpose, told me once that he would always invest in blue collar areas, anywhere in the world, because these are straight forward people who would do anything to pay their rent and stay out of trouble (eviction) as opposed to white collars who would rather pay a lawyer than their rent.

Let's take another angle:
If you invest 500k in a rented apartment(s) and buy a top tier apartment in Berlin-Mitte it would buy you 1 with about 60 m². How are you going to monetize it? Lock it up, air it once a month and run the taps and hope the authorities will not catch up on you for "housing speculation"? Rent it - furnished or not furnished? What will be the extra cost for furnishing and upkeep and frequent change of tenancy? How big will the gaps be? Did you choose the right location for furnished rentals? What is the cost of vacancy - 100% plus. You don't only not get the rent but you have to pay all utilities charges etc. (Betriebskosten) throughout the vacancy.
If you bought 3 apartments at the same price in a blue collar area you were hedging your bets: How likely is it that all three tenants would default at the same time? Given the current housing market, it is very unlikely that you would be facing a vacancy of more than one month on any of those three units. I think going into more details at this point would be insulting your intelligence ...

From January 2014 Property Sales Tax in Berlin up by 1%

It is official now: Last Tuesday the Berlin City Government (Senat) has passed the increase of the property sales tax from 5% to 6% of the purchase price. It is expected that it will pass the city parliament (Abgeordnetenhaus) as the coalition gavernment has a majority there. The last raise from 4.5% to 5% was only in 2012.

The declared purpose is to improve Berlin's disasterous debt position. We had posted up front information in June when the plans transpired.

Berlin Housing Market 2013 - What's up?

During the last few weeks there were some significant changes in the Berlin Housing Market.

The new Berlin Rent Table 2013 (Mietspiegel 2013) was published and showed significant rises (20+ %) in some areas and hardly any changes in others compared to the 2011 rent table.

Reminder:

The official rent table determines the limit to which rents for existing contracts can be raised. Other regulations apply as well, (see below). The table does not apply to new rental contracts, even though tenants looking for apartments will tend to take their information from there.


New Cut Off Rate for Rent Increases

A change in the tenant law by the federal government allows the local governments at state level to reduce the cut off rate for rent increases in existing contracts from 20% over a period of 3 years to 15%. Two of the states, Bavaria and Berlin were very quick in applying this option and have issued regulations for Munich and Berlin respectively, meaning that as of March 2013 this new limitation applies. By the way,  both states have elections coming up this year as there will be elections at the federal level.

Setting up the right strategy

First of all - do not have your property manager send out a rent increase to all tenants at the same time, you might find yourself with more simultaneous vacancies than you would like. This really does happen!

Before applying the possible increases of the the rent table draw a development plan for your property. This does not necessarily mean spending extra money but have a guideline for you property manager where you want to be in 5 or 10 years. Some examples:
  • Use repairs and tenant changes for upgrades if this is what gets you into a better bracket within your location.
  • Groom some tenants that you would like to keep and take it easier on increases, engage them into a dialogue.
  • Take good care of the first impression of your property. If you want to attract tenants that are prepared to pay higher rents you have to do just that, attract them.

Germany September 2012 Ifo Business Climate Index Continues to Fall

The Ifo Business Climate Index for German industry and trade continued to fall in September, marking its fifth successive decline. The companies surveyed are again less satisfied with their current business situation. They also expressed greater pessimism about the future. The curbing forces on the German economy continue to prevail.

After recovering briefly last month, the business climate in manufacturing continued to cool significantly in September. Although survey participants were more cautious in their assessment of the current business situation, it remained clearly above the long-term average value. Expectations concerning the six-month business outlook remained clearly negative and dropped for the fifth month in succession. In terms of the outlook for exports, last month’s slightly negative trend continued.

The business climate recovered at both levels of trade. Companies in retailing reported an improved
business situation, while their expectations were only marginally more pessimistic. The same, but even more pronounced trends were seen in wholesaling. The wholesalers surveyed are far more satisfied with their current business situation than last month, but the six-month business outlook continued to cloud over.

In construction the business climate indicator fell again. Assessments of the current business situation
are less positive than last month. Moreover, the construction companies surveyed are more pessimistic about their six-month business outlook.

The demand for property investment opportunities in Germany however is unwavering. The yields are under pressure due to the international influx of investors. Especially properties in Berlin are in high demand because of the relative undervaluation compared to other European capitals and the recent rent increases.
